We always love welcoming visitors here in good ol’ Alice Springs and having a yarn. This time, our chats were around our latest sector response to: "Refreshed Domestic, Family and Sexual Violence (DFSV) Reduction Framework 2025–2028"
This is an important milestone for our organisations, working together to improve the lives of Aboriginal families across the Northern Territory.

CAAFLU proudly celebrated 25 years of standing alongside Aboriginal families, providing strength, support, and advocacy. Our anniversary gala was a night of reflection, gratitude, and celebration of the many staff Sister Organisations across Australia, and everyone who have been part of this journey. This organisation is something special and we know that everyone felt the sense of family CAAFLU has been able to create.

ROAD TRIP TO FINKE/APUTULA! 🚗🌅📚
Our amazing CAAFLU team, Christa, Kim & Amelia set off to Finke/Aputula for a Local Authority meeting, where we shared info about CAAFLU and the services we’re proposing to support the community around domestic, family, and sexual violence.
It was a powerful opportunity to connect with local services, yarn about how we can work together, and lay the foundations for lasting, community-led change.
This was just the first of many trips and we’re excited to keep building strong partnerships and creating meaningful impact for our mob. 🖤💛♥️

Yesterday, CAAFLU proudly celebrated the success of our collaboration with Tangentyere on the ‘Self-Care & Sisterhood program’. A powerful initiative supporting young Indigenous women with self-care, healthy relationships, and parenting education.
It was a beautiful moment to reflect on the incredible work achieved by everyone involved. Even more special was seeing Anoushka Inkamala and her artwork featured on the shirts. The powerful slogan on the back states: “Sisters not by blood, but sisters by heart.”
That phrase says it all. 💜
The 6 Chapters of SuperLaw 🖤💛❤🎥

A BUSY WEEK AT CAAFLU 😮💨
Jordan and Amelia and Megan from our sister service NAAFLS in Darwin had the privilege of attending the Reintegration Puzzle Conference: Rethinking Justice, Building Change this week, hosted by Deakin University and the Justice Reform Initiative. Over two powerful days, they joined thought-provoking conversations led by inspiring voices including Lil Gordon, Shahleena Musk, Catherine Liddle, and Professor Eddie (EJ) Cubillo (just to name a few) — all focused on the urgent need for enduring reform and support for children impacted by the justice system. 🫶🏾
💬 Yesterday afternoon, the CAAFLU team had the privilege of meeting Supreme Court Judge, Her Honour Huntingford.
These important conversations allow us to share frontline experiences and strengthen our advocacy for clients across the Northern Territory.
One key insight from our discussion: approximately 70% of people incarcerated in the NT are there for domestic and family violence-related offences.
🚨 This is a sobering reminder of the scale of the issue — and the urgent need for continued systemic reform and culturally safe legal services.

Courtney and Beryl from CAAFLU recently learnt more about 'Blurred Borders', an educational resource by Legal Aid WA/NT
Many Aboriginal communities live across the NT/WA border, where different laws can cause confusion. Blurred Borders provides easy-to-understand resources using pictures and stories to explain legal topics like bail, family violence, and child protection.

- Race Relations: Fostering mutual respect and understanding between all Australians.
- Equality and Equity: Ensuring equal life opportunities and recognising the unique rights of Aboriginal and Torres Strait Islander peoples.
- Institutional Integrity: Embedding support for reconciliation within political, business, and community structures.
- Unity: Valuing Aboriginal and Torres Strait Islander cultures as a proud part of our shared national identity.
- Historical Acceptance: Acknowledging and learning from past injustices to ensure they are never repeated.
Progress in all five areas is essential to achieve a just, equitable, and reconciled Australia .

The Central Australian Aboriginal Family Legal Unit (CAAFLU) is proud to be part of the 2025 Overcoming Indigenous Family Violence Forum on Kombumerri Country, Gold Coast.
Our incredible Executive Policy Officer, Jordan Smyth, joined a powerful panel exploring how different states approach coercive control legislation through a First Nations lens.
The discussion focused on the importance of educating community about coercive control and how to identify it in all its forms, as well as the unintended risks our aboriginal communities will face if coercive control is criminalised. All panel members advocated for further investment in Early intervention and prevention measures as opposed to another punitive legislative tool.
Together, we’re working towards safer, stronger, and culturally informed solutions to end family violence.

Today, on National Sorry Day 2025, we honour the resilience of the Stolen Generations and acknowledge the unfinished journey toward justice.
National Sorry Day is a day to acknowledge the strength of Stolen Generations Survivors and reflect on how we can all play a part in the healing process for our people and nation. While this date carries great significance for the Stolen Generations and other Aboriginal and Torres Strait Islander peoples, it is also commemorated by Australians right around the country.
Nearly 30 years after the Bringing Them Home report, only 6% of its recommendations have been fully implemented.
"We cannot wait another generation." The time for action is now.

Their presentation helped strengthen understanding around our legal and ethical duty to report. A crucial step in protecting those at risk and keeping our community safe.

Last week, CAAFLU Legal Practitioner Jean Saker and Customer Service Officer Shirley Erlandson attended the Ending Coercive Control, Family & Domestic Violence Conference in Adelaide.
The event focused on South Australia's proposed legislation to criminalise coercive control and featured impactful speakers addressing the systemic impacts of such behaviours.
A highlight was guest speaker Natalie, who received a standing ovation after bravely sharing her lived experience of financial and economic abuse, shedding light on the barriers women face when leaving unsafe relationships.
An insightful roundtable discussion explored the challenges of working in siloed systems and the importance of cross-agency collaboration to support families experiencing domestic and family violence.
CAAFLU also shared its Health Justice Partnership with Congress as an example of effective cross-sector collaboration, delivering holistic and culturally safe support to clients.

The Central Australian Aboriginal Family Legal Unit (CAAFLU) and North Australian Aboriginal Family Legal Service (NAAFLS) will today provide a joint submission to the Legislative Scrutiny Committee in response to the inquiry into the Domestic and Family Violence and Victims Legislation Amendment Bill 2025.
Again, we implore the NT Government to engage with us to ensure any DFSV reform reflects the voices of Aboriginal women, their families and communities. We need rehabilitative approaches and community-driven solutions.

📢 NT Government’s Domestic Violence Reforms Will Harm, Not Help
CAAFLU and NAAFLS express deep disappointment over the lack of meaningful consultation in the NT Government’s recent amendments to the Domestic and Family Violence Act and the Police Administration Act.
These amendments were made without proper consultation with Aboriginal legal services and communities, raising concerns about their disproportionate impact on Aboriginal people.
Mandatory sentencing won’t create safety—they will only entrench over-criminalisation and widen the gap.
💬 “If the Governmwnat wants to make change in our backyard, then come and speak to us. Stop pouring money into the same old system that fails to heal, continues to harm and widens the gap for our people,” said PC Clarke, the CEO of CAAFLU. “Every single day we keep Aboriginal women and children safe. Where is the investment in Target 13? Why wait until it is too late? Start funding prevention and healing. Invest in Aboriginal-led solutions to keep families strong. We know what works. We’ve been doing the work. We must be part of the solution. That is how you close the gap.”

Today is National Closing the Gap Day.
At CAAFLU, we are proudly guided by Target 13: By 2031, reduce all forms of family violence and abuse against Aboriginal and Torres Strait Islander women and children by at least 50%, as progress towards zero.
We call on state and territory governments to invest in Aboriginal Community-Controlled Organisations (ACCOs) so we can reach this target within the next six years.
Our communities know what works — we just need the resources to lead the way.
✨ Self-Care, Safety & Stronger Connections ✨
Over the past 7 weeks, we delivered 6 self-care sessions in collaboration with Tangentyere Council at the Larapinta Child & Family Centre, focusing on 💛 self-care, safety, and healthy relationships.
💬 What participants said:
✅ 60% loved the program
👍 40% liked it
💡 60% said they learnt a whole lot about red flags in relationships
🧠 40% said the sessions made them think more deeply about dangerous patterns
It was such a powerful opportunity to connect with young Aboriginal mums, yarn about healthy relationships, share info about protections available through CAAFLU, and support women to plan for safety and seek help when needed. 💛

Central Australian Aboriginal Family Legal Unit (CAAFLU) and the North Australian Aboriginal Family Legal Service (NAAFLS) are deeply saddened by the sudden and tragic death of a 41-year-old Aboriginal woman in Alice Springs, allegedly as a result of domestic violence.
Our thoughts and condolences are with her family, friends, and the community in this time of collective grief.
This tragedy highlights the urgent need for change.
During last year’s landmark Coronial Inquest into the domestic violence deaths of four Aboriginal women in the Northern Territory, Associate Professor Hannah McGlade, a Kurin Minang woman, stated: “White Australia is playing catch-up with what we as Aboriginal experts have known for a very long time.”
The time for change is now. The voices of Aboriginal women and children in the Northern Territory must be heard. Our women must be treated as genuine partners in creating a future free from violence. Government efforts and investments must prioritise self-determination and holistic approaches to Closing the Gap and addressing the systemic issues that continue to harm our people.
The importance of self-determination and empowerment in responding to family violence is crucial. Aboriginal communities hold the knowledge, strength, and resilience to address their own challenges. This loss that should never have happened reinforces the need for greater investment in community-led solutions and culturally appropriate services that are led by the Aboriginal community members who understand their own needs.
During Ochre Ribbon Week, we honour and remember all Aboriginal people whose lives have been tragically lost to domestic violence. Their loss is felt deeply, and we remain committed to advocating for lives free from violence.
As Aboriginal Community Controlled Organisations who are specialists in domestic violence, NAAFLS and CAAFLU stand in solidarity and demand that our voices are heard, and that real change is implemented to prevent further deaths.

We’re excited to share that CAAFLU has received a significant investment from Minister Rishworth and the Department of Social Services (DSS)! Over the next three years, this funding will:

CAAFLU is devastated by the first alleged domestic violence-related death of an Aboriginal woman in the NT, occurring just weeks into 2025.
We urgently call on the NT Government to fulfill its $180 million election commitment to the NT Domestic, Family, and Sexual Violence (DFSV) sector, as recommended by the Coroner in the inquests into the deaths of Miss Yunupiŋu, Ngeygo Ragurrk, Kumarn Rubuntja, and Kumanjayi Haywood.
This funding is crucial to ensuring the safety of Aboriginal women and children. Delays are unacceptable—action is needed now to prevent further loss of life.

JOINT MEDIA STATEMENT. Central Australian Aboriginal Family Legal Unit - CAAFLU and the North Australian Aboriginal Family Legal Service have issued this joint statement following the death of another Aboriginal woman in the Northern Territory.
“An alleged domestic violence assault has claimed the life of yet another Aboriginal woman in the Northern Territory (NT) and our hearts are with her family, friends and the community,” says CAAFLU CEO PC Clarke.
NAAFLS CEO Cindy Torrens: “It has been less than two months since the Northern Territory Coroner handed down her report into the deaths of four Aboriginal women. The Coroner found the level of domestic, family and sexual violence to be an “epidemic” across the NT.”
The epidemic continues and our women deserve better, say both leaders.

CAAFLU welcomes the release of this report as an important initial step, but we continue to emphasise the critical requirement for needs-based funding for Aboriginal Community Controlled organisations who are specialists in the Domestic, Family, and Sexual Violence (DFSV) sector.
❌ Community legal centres are at breaking point. Funding shortages and overwhelming demand are forcing centres to turn away over 1,000 people each day and reduce services to local communities across the country.
Community legal centres play a crucial role preventing and responding to domestic and family violence. Frontline family law and family violence services make up the largest areas of work for many of the 150+ centres across Australia.
The crisis will only worsen until the sector secures a guarantee of ongoing funding ⛔
⚠️ The 2024 Federal Budget failed to provide the urgent funding boost and long-term funding security the community legal sector desperately needs. With less than a year’s guaranteed funding left, community legal centres are in the most uncertain position we have faced in a decade 🆘

"Aboriginal women and children have been suffering and dying in our communities for decades, yet somehow, it seems like the national news just doesn't hear us. Why?
The rates of domestic violence in the Northern Territory are the worst in Australia, and things are not getting better. This is big, bad, wrong and ugly. Its 2024, we only have 7 more years to reach target 13 of Closing the Gap, to reduce all forms of violence against Aboriginal women and children. If the NT Government is serious about reaching this target and protecting Aboriginal women and children, then our culturally safe, family, domestic and sexual violence sector needs to be funded properly."

PC, an Arunda Woman, has been leading the Central Australian Aboriginal Family Legal Unit (CAAFLU) for 24 years and has been a cornerstone in providing legal assistance and support to Aboriginal women and their families experiencing domestic, family, and sexual violence. 💪🏾
Through PC's dedication, CAAFLU has been able to consistently keep its doors open for over 24 years, quite an amazing achievement for a small Aboriginal community-controlled, family violence legal prevention organisation! 🏆🌟
On May 28, 2024, the Final Report of the Independent Review of the National Legal Assistance Partnership (the Report) was released. The Report provides a clear guide for how access to justice, especially for Aboriginal communities, can be improved.
📈 Key Asks Following the Report📅
1. Extend Service Area: In light of recommendations three and nine of the Report, we urge the Commonwealth Government to commit to annual funding to extend our service area in Central Australia and the Barkly Region. This will address the unmet legal needs in remote communities such as Mutitjulu, Finke, and Alpurra.
2. Pay Parity: We echo recommendation eight of the Report. We require pay parity for our staff members, matching the Northern Territory Legal Aid Commission’s pay rates. As the Report stated, “Same jobs, Same Pay”. Our roles are highly demanding, and fair compensation is crucial for efficient recruitment and retention.
The urgency of the situation necessitates immediate increased financial support to enable CAAFLU to effectively respond to the growing needs of our remote communities. ❤️
